It promotes the expression of Id proteins. Id proteins block Twist1, and this is likely their only significant effect in the hair follicle
So I argue that FOXA2 activation is the most important factor in E2-mediated hair growth
The genes that E2 modulates in the hair follicle are mostly genes that control cellular adhesion, which just so happens to be what Twist1 regulates.
